Local School Councils (LSC) were established as a result of Georgia's A+ Education Reform Act of 2000. This legislation required that all schools in Georgia establish Local Councils by October 1, 2003. The purpose of the LSC is to bring commuinties and schools closer together in a spirit of cooperation to solve difficult educational problems, improve academic achievement, provide support for teachers and administrators, and bring parents into the school-based decision-making process. Since 2000 the legislature has made several changes to the original legislation. The most recent changes were made by the 2007 General Assembly allowing for more flexibility in the membership and leadership of school councils. Senate Bill 72 requires the following changes beginning July 1, 2007:

    This Act changes provisions relating to the operation of school councils. The Act eliminates language relating to the membership on the school council being open to teachers, parents, and business representatives. The Act requires that the parent or guardian members make up a majority on the school council and that at least two of the parent or guardian members be businesspersons. The Act provides that the chairperson of the school council be a parent member.

    The Act amends O.C.G.A. Sections 20-2-86, 20-2-290, and 20-2-200 and enacts O.C.G.A. Section 20-2-206.
